The Act gives school districts the authority to make rules and regulations for parking. It does not explicitly give districts the authority to charge for parking and is therefore subject to judicial review. Poor students who cannot afford the fees must either park off-campus or apply for an exemption. The requirement for poor students to benefit from a parking fee exemption identifies these students as charitable cases; Humiliation and shame for students who cannot afford to pay the fees.
